Billy Wong is a New York City cop whose partner is gunned down during a robbery. Billy and his new partner, Danny Garoni, are working security at a fashion show when a wealthy man's daughter, Laura Shapiro, is kidnapped. The Federal authorities suspect that Laura's father is involved with Mr. Ko, a Hong Kong drug kingpin, so the NYC police commissioner sends the two cops to Hong Kong to investigate. Once in Hong Kong, the pair causes no end of trouble for both Mr. Ko and the local authorities.

Winners and Sinners English Subs (Chinese: 奇謀妙計五福星; pinyin: Qí móu miāo jǐ wŭ fú xīng, meaning "Intelligent Scheme Five Lucky Stars") is a 1983 Hong Kong action comedy film directed, co-written by and starring Sammo Hung. It was the first in the Lucky Stars series of films - a highly successful series in Hong Kong.

The film co-stars Jackie Chan in a significant role as an error-prone police officer. It also features a cameo appearance from Yuen Biao as another police officer who gets into a fight with Chan's character.

The film is a semi-prequel to My Lucky Stars and Twinkle, Twinkle Lucky Stars, insofar as the "Five Lucky Stars" concept and many of the same actors return in those latter films. However, the character names and indeed their roles differ - Stanley Fung's character is the nominal "leader" of the quintet in Winners and Sinners, whereas Sammo Hung's character takes the mantle in the latter films.

This film showcases Hung Hei-Kwun's exploits as a rebel against the Qing government. Unlike Li's Fong Sai Yuk movies, the film has a much darker tone. Hung (Li) hardly ever shows affection, even to his son, and speaks in the same tone throughout the movie. The same applies to his son, who mirrors the little boy from Lone Wolf and Cub from his hair to his facial expressions. This is one of two films in which Xie Miao and Jet Li play a father-son duo, the other being My Father Is A Hero.
